Sir,

With reference to my telegram No.19 of

the 24th August, 1934, regarding the Kowloon-Canton

Railway Working Agreement I have the honour to forward

for your information ten copies of the draft agreement

as drawn up and signed by the delegates of this Govern-

ment and of the Ministry of Railways and to request

that steps may be taken to arrange for simultaneous

signature of the final agreement by the Minister of Railways and myself. Four prints in special binding

have been prepared for this purpose. Two of these I

have retained and two have been conveyed to Nanking

by the Chinese delegates.

I would suggest that should the Chinese Gov-

ernment accept the draft in toto the necessary arrange-

ments for signature should be made by telegraph.

I also enclose a copy of extracts from a

letter from Mr. M. J. Breen, Chairman of the British

Delegation setting out certain matters which I agree

should be dealt with by means of an exchange of notes.
